Climate Action Index
The Climate Action Index is CCAIE's flagship work under the Action pillar. It is designed to make subnational climate readiness and accountability easier to understand.
The Index helps organize public evidence around climate policy, spending, implementation, transparency, and preparedness. It creates a clearer way to discuss what states and institutions are doing and how climate readiness can improve.

Action themes
Climate Accountability
Climate action should be visible, explainable, and open to public understanding. Accountability begins when people can see what institutions are doing and what evidence supports those actions.
Climate Justice
Climate risk does not affect people equally. Climate justice requires attention to vulnerability, public responsibility, fairness, and the communities most exposed to climate impacts.
Preparedness
Preparedness is the ability to anticipate, plan, and respond before climate risks become disasters. It includes institutions, communities, schools, and public systems.
Readiness
Readiness asks whether systems are equipped to act. It looks at policies, budgets, evidence, implementation, and transparency.
