Implementation is traceable at the top of the chain and thins out further down it. Most jurisdictions name a responsible institution; far fewer publish the policy, the legal authority, the spending purpose or the measured result behind it.

Of 1,122 fiscal lines tested, 299 clearly state a climate purpose. Of 148 outcome checks, none yet meet the full public-evidence threshold — the point where implementation becomes hardest to trace in public documents.

Method
climateactionindex.org is the source of record.
Every applicable commitment is followed through eight stages — responsibility, authority, institution, budget, execution, delivery, outcomes and measurement — and each answer records what document it came from. Observability, capability, implementation, outcomes and accountability are kept distinct, so a missing document is reported as a gap in the public record rather than a judgement about performance.
Why it matters
You cannot strengthen what you cannot see.
Climate risk lands first on states, schools and communities. Making readiness visible turns climate action into something people can track, debate and improve — and turns evidence gaps into a map of where support is most needed.

Assessment independence. Index assessment is independent of any partnership, donation or fee. A jurisdiction cannot purchase, sponsor or influence its own assessment, and implementation support is contracted separately from the research function that produces the scores.
