CCAIE follows climate action from what governments plan, fund and deliver, through to where the public record goes quiet — and works to show whether that action reaches and protects the people facing the greatest climate risk.
Core evidence platform
Following climate action through the public record.
The Index asks the same ten questions of all 36 states and the Federal Capital Territory — who is responsible, what authority exists, how money moves, what is delivered and what results are measured — and answers them only from public documents.
Implementation is traceable at the top of the chain and thins out further down it. Most jurisdictions name a responsible institution; far fewer publish the policy, the legal authority, the spending purpose or the measured result behind it.

Of 1,122 fiscal lines tested, 299 clearly state a climate purpose. Of 148 outcome checks, none yet meet the full public-evidence threshold — the point where implementation becomes hardest to trace in public documents.

The next stage
The Index shows what governments put in place. The harder question — whether that action reaches low-income communities exposed to climate risk and makes people safer — is what CCAIE is now working to establish.
